New Updates - 04/08/2022
  • An information bundle has been submitted by Guildmore contractors to project consultants CHPK . CHPK and Kings Chelsea are reviewing the documents to ensure the proposals minimise the disruption to residents. A meeting between CHPK/Kings Chelsea/Guildmore is due to occur shortly to discuss this in more detail.
  • CHPK have received confirmation that the funding application will be submitted to a DLUHC funding board on the 24th of August. We would expect a final decision to be made about how much funding will be provided during this meeting, and CHPK to be notified of the outcome shortly thereafter. Kings Chelsea will then receive funding contracts/agreements to review and sign before funds are drawn down.
  •  Based on the current timetable, we envisage to be in funds circa December 2022. Kings Chelsea will discuss whether it would be preferable to start works in the new year so that no scaffolding is erected in part over Christmas.
  • The contractor previously submitted a programme of circa 84 weeks. As part of the completion of the contractors’ design, Guildmore has confirmed that they can improve on their programme, reducing it to a total of 70 weeks to complete the works. This represents a significant time saving on the total project duration.

Pre-Construction Services Agreement (PCSA) - Cladding preparation

  •  A completed design bundle for cladding shall be issued to our consultants by the end of this week for their final review/approval.
  •  Network rail engagement is continuing regarding scaffolding being erected on the facades of Francis/Bredin and Lucas Buildings; Network rail received the scaffolding designs from Guildmore cladding contractors and is reviewing them with their structural engineer. Network rail will revert once this review is complete, target date within the next week or so.
  • Building control has received the drawings and has no comments.
  • Fire Engineers are reviewing the designs currently, and no comments have been issued yet.
  • A finalised contract programme has already been issued.
  • The contractors’ site plans, and construction phase plan is in the final stages of development.
  • Once the drawings are received and approved, we expect that the rest of the outstanding details will slot into place. The PCSA works should therefore be completed within the next week or two.
  • Kings Chelsea Management is currently awaiting final approval for funding for the cladding replacement works.
New Updates - 15/06/2022
• Our appointed contractor continues to progress with designs for the replacement cladding.

• An initial design package was circulated for comment to our consultants on the 9th of July, and another design package is due to be issued on the 28th of July.

• The Fire Engineers and Building Control will review and approve this package.

• Discussions/negotiations with network rail are ongoing.

• The Building Safety Fund has confirmed that the Kings Chelsea application has been received, and we await to hear the outcome of our application.
 
New Updates - 26/05/2022
 • A complete preliminary design for the cladding works was issued on 24th May for review by our cladding consultants.

 • Building Control have commented on preliminary designs, which are positive, and awaiting comments from fire engineers

 • Surveys progressed well on the Penthouse cladding, and all elevations are being coordinated into the design. Three outstanding areas will be surveyed by 31st May.

 • Scaffold design progresses well with drawings received for Blore, Lucas and Bailey House.

 • Network Rail has received scaffold design drawings, and consultants are awaiting feedback. The estimated response time is the end of w/c 6th June.

 • CHPK consultants have provided comments on cladding contractors’ proposed site set-up, a plan for storing materials/welfare facilities for contractors etc.

   
New Updates - 11/05/2022
 • Guildmore have been continuing to make appointments with their professional team. They have appointed an architect, design coordinator, structural engineer, building control and fire engineer. 

• A site visit was held between the design team on 24th March to discuss the areas which need to be opened up to investigate the existing build-up of the façade. This information shall be used to prepare detailed designs for the cladding remediation. 
Kings Chelsea and Guildmore will look to arrange access to apartments once the contractors’ requirements are confirmed.

 • Guildmore have been in contact with Network Rail, as they are required to do so due to the proximity of scaffolding to the adjacent railway line. 

 • A Building Control Notice has been submitted to the Local Authority by the Approved Inspector. 

 • The contractor continues to undertake schedules of conditions to flats affected by the works and the grounds and landscaping of the Kings Chelsea.

   
New Updates - 21/04/2022
 • Guildmore contractors are continuing with detailed scaffolding designs, including exploring suitable electrical connections for the various hoists required on the buildings 

 • Contractor is exploring scaffolding set up; contractor has confirmed that some scaffolding will need to be installed on the balconies of the terraces one storey below the penthouse levels. A further update will be provided on this matter when the designs are more developed. 
 
• Contractor continuing to liaise with network rail regarding adjacent scaffolding to the train line. 
 
• CHPK are liaising with the architect to explore how best to co-ordinate the management of the cladding replacement and the development of the new management office. 

 • Opening up works are now completed, detailed drawings are being prepared by Guildmore’s Architect 

 • Construction Phase Plan development ongoing

Summary of Cladding preparation works
 • Guildmore contractors have received the initial scaffold design for Blore House which has been circulated to the Structural Engineer and CHPK for review/comment. 

• Structural Engineer is due to visit Kings Chelsea to confirm whether back propping is required in the car park to support the scaffold load above. 

• Once the scaffold design is approved, the scaffolding design drawings for the other blocks will follow, and a final drawing bundle will be circulated on the Kings Chelsea cladding app. 

• Guildmore to coordinate a meeting with Kings Chelsea and UP Scaffolding Contractors to discuss methodology, sequencing and landscaping issues. 

• Guildmore have been made initial contract with Network Rail and will submit the application following approval of the scaffold design. 

• Exploratory works are underway in 31 Bailey and 40 Bredin apartments. The Architect has attended site and the information obtained will be used to prepare detailed design for the cladding remediation. Professional reports and first draft drawings are expected to be issued within 2-3 weeks. 

• Guildmore will provide a proposal for the main works site set up and welfare arrangements.

 • Guildmore have completed schedules of conditions for all affected apartments and external areas affected by the properties. 

• Guildmore are liaising with Network Rail to understand their requirements for erecting scaffolding adjacent the railway line. 

• Guildmore are continuing to develop designs for the scaffolding required to undertake the works 

• Opening up works are due to commence from 6th April, affected apartments have been notified. Other residents should be aware that some noise will be generated whilst the façade is opened up. This will be for short durations (10-15 minutes) throughout the day.

• A site visit was held between the design team on 24th March to discuss the areas which need to be exposed to investigate the existing build up of the façade. This information shall be used to prepare detailed designs for the cladding remediation. The contractor is preparing an access schedule, which shall be provided to residents once received (estimated to be circa 31st March 2022). Kings Chelsea and Guildmore will look to arrange access into apartments once the contractors requirements are confirmed. 

• Guildmore have been in contact with Network Rail, as they are required to do so due to the proximity of proposed scaffolding on Bredin and Francis Houses to the adjacent railway line.
